quite right yes, there are specialist firearms response units that are available for operations where it is deemed there is a firearms risk, or to respond to emergency firearms incidents as they happen

It'll be interesting to see what kind of thing this turns out to be. The police said it was a pre-planned operation, which sounds like either a drug bust or an anti-terror op.
I'm fairly sure that the police would rather not shoot someone (especially after various incidents in the past).

Yeah, it happens maybe a few times a year.
Apparently he was wanted in connection with some armed robberies:

Sussex Police said the shooting happened just after 1300 GMT in Rock Place.
The officers were on a pre-planned operation to find a man wanted in connection with a number of recent armed robberies, the force said.
The Independent Police Complaints Commission (IPCC) said what appeared to be a black handgun had been recovered.
An IPCC spokeswoman said: "This will now be examined to establish whether it is real or an imitation weapon and whether it had been fired."
